Carol Speed has worked at various levels with government agencies, law enforcement, behavioral health, and advocate groups over the past 20 years. Ms. Speed is self-employed as an independent contractor and is a senior consultant for the Substance Abuse and Mental Health Services’ (SAMHSA’s) GAINS Center for Behavioral Health and Justice Transformation. In 2020, she began consulting with SAMHSA’s Service Members, Veterans, and their Families Technical Assistance Center around suicide prevention. She assists with criminal justice mapping and policy academies around the United States while contracting with Policy Research Associates. Ms. Speed was a City Councilor for 11 years in Athena, Oregon. She has a Project Management Certificate of Completion from Portland State University Center for Executive and Professional Education.
