Connie Milligan is a consultant to Policy Research Associates. She has been involved in the service delivery, program development, and executive management at Bluegrass.org in central Kentucky for over 30 years. Her expertise in the diversion of people with mental illness from the criminal justice systems comes from directing the development, implementation, and management of the Kentucky Jail Mental Health Crisis Network, a statewide jail suicide/mental health risk-management and diversion program. This program won the 2006 Council of State Governments Innovative Program of the Year and has been highlighted in numerous journals. She is also involved in other initiatives to reduce the incarceration of people with mental illness, including the development and staffing of a mental health court and legislation to provide agreed outpatient treatment. In addition, Ms. Milligan has extensive expertise in emergency services policy development, training professionals and first line responders in Crisis Intervention Teams, and trauma-informed care. She has served in statewide leadership roles to develop the Kentucky Community Crisis Response Team and the Kentucky Suicide Prevention Coalition. Ms. Milligan is currently the founder of Spectrum Transformation Services, LLC, which provides personal, system, and justice-related consultation and training. Ms. Milligan is a graduate of Transylvania University and the University of Kentucky and is licensed as a clinical social worker.
