Donald Harris is a Senior Project Associate with the Substance Abuse and Mental Health Services Administration’s (SAMHSA’s) Service Members, Veterans, and their Families Technical Assistance (SMVF TA) Center, operated by Policy Research Associates, Inc. (PRA). In this role, Mr. Harris works directly with 27 state and territory-wide interagency teams to support strategic planning and implementation that strengthens the behavioral health systems that serve SMVF. He also supports Implementation Academy planning and serves as the SMVF TA Center’s TA Coordinator, where he develops relationships with national experts, monitors emerging trends, plans for technical assistance events, and implements systems for tracking TA trends and outcomes.

Mr. Harris’s experience in various leadership and managerial roles over the past 16 years has provided him with a sound knowledge of cross-function team building, organizational analysis, and performance measurement. Mr. Harris also served as a small-unit leader on an air base ground defense team in the United States Marine Corps, and he is an Operation Enduring Freedom/Operation Iraqi Freedom Veteran. Mr. Harris currently holds a master’s degree in Business Administration, a bachelor’s degree in Criminal Justice, and is currently pursuing a master’s degree in Public Administration with a concentration in Government Information Strategy and Management.
