Karli J. Keator is the Director of the National Center for Youth Opportunity and Justice (NCYOJ) operated by Policy Research, Inc. Currently, Ms. Keator is leading the NCYOJ’s efforts to increase the competencies among the juvenile justice workforce to more effectively respond to the needs of high-risk youth, to add to the knowledge base of what interventions are most appropriate and effective when working with youth with behavioral health and trauma needs in community-based settings, and to address policy barriers related to implementing best practice of behavioral health and trauma interventions within the justice system. Since joining Policy Research in 2006, Ms. Keator has collaborated with practitioners, policymakers, and researchers to identify and respond to the behavioral needs of children and adolescents at risk; reduce behavioral care disparities among children and adolescents, particularly American Indian youth; and increase access to and availability of effective and appropriate behavioral health services and support.

Ms. Keator received her Master of Public Health from the University at Albany’s School of Public Health.
