Kristin Lupfer is a Vice President and Program Area Director at Policy Research Associates, Inc. (PRA), where she provides management and oversight of personnel, budgets, and task timelines and is responsible for coordinating and managing all projects within her Program Area. Additionally, Ms. Lupfer is the Project Director of the Substance Abuse and Mental Health Services Administration (SAMHSA) SOAR (SSI/SSDI Outreach, Access, and Recovery) Technical Assistance Center, the Program Manager of the Social Security Administration’s Analyzing Relationships Between Disability, Rehabilitation, and Work (ARDRAW) Small Grant Program, and is a U.S. Department of Housing and Urban Development Technical Assistance Point of Contact for Continuums of Care (CoCs) in Region 10.

Her previous experience includes work as a Supported Employment Specialist and caseworker assisting people with disabilities who were experiencing homelessness in New York, New York, and Atlanta, Georgia. In addition, she has conducted research and data analysis with the National Center on Addiction and Substance Abuse. Prior to joining the SAMHSA SOAR TA Center, Ms. Lupfer was the Director of the Georgia SOAR Program. Ms. Lupfer earned her MSW at the Columbia University School of Social Work.
