Patricia A. Griffin is an Expert Consultant for Policy Research Associates, Inc. and the Substance Abuse and Mental Health Services Administration’s (SAMHSA’s) GAINS Center for Behavioral Health and Justice Transformation. In addition, she works with the Philadelphia Department of Behavioral Health and the Montgomery County Pennsylvania Office of Mental Health. She worked with the Pennsylvania Mental Health and Justice Center of Excellence for 6 years where she “mapped” 45 communities in Pennsylvania. Her areas of expertise include policy and system issues for offenders with co-occurring mental illness and substance use disorders, diversion of persons with severe mental illness from the criminal justice system, community forensic treatment services, and linkages between institutions and the community.

Her previous positions include the Director of Forensic Services for the Virginia Department of Mental Health, Substance Abuse, and Mental Retardation Services; the State Coordinator for Community Forensic Services for Florida’s Department of Health and Rehabilitative Services; and the Director of the Community Liaison Unit for the Forensic Service of Florida State Hospital. She is co-author with Mark Munetz, M.D., of the 2006 publication, “Use of the Sequential Intercept Model as an Approach to Decriminalization of People with Serious Mental Illness.” She is co-editor with Kirk Heilbrun and others of the 2015 book The Sequential Intercept Model and Criminal Justice: Promoting Community Alternatives for People with Serious Mental Illness.
